Borough Administrator Jack P. Layne, Jr., ICMA-CM

Mr. Jack Layne brings with him over 30 years of experience in local, state, and corporate management, with particular focuses in the following areas:

  • Program Management
  • Budgeting
  • Economic Development
  • Grant Management and Development
  • Labor Relations
  • Customer and Media Relations
  • Emergency Managment

Most recently, Mr. Layne served as the Borough Administrator for the Township of East Brunswick, a town three times the population and twice the budget of South River. While there, he coordinated the operations of the borough, developing policy and procedures as specified by the Mayor and Council and implemented by Township staff. Mr. Layne also oversaw the direction of major entities managed by the township including Crystal Springs, the first municipal water park in the state as well as the water and sewer utilities.

During his tenure, he coordinated efforts to bring new business into the Township, renegotiated a successful cable franchise renewal that significantly benefited residents, managed customer/resident/business complaints and concerns in a timely and responsive manner, oversaw purchasing within the township, oversaw the Blue Acres program, and built professional relationships with Department directors and staff.

Mr. Layne was also the township manager in Maple Shade, New Jersey, a township similar in size and population to South River. Since 2000, he has served long tenures in three other municipalities including Upper Pottsgrove Township, PA, Pottstown, PA, and Woodlawn, OH.

Graduating cum laude from the prestigious Bowdoin College, Layne received in Bachelor of Arts in Government and Sociology with a minor in History. He then received his MPP from the University of Michigan, School of Public Policy Studies.

Through the years, Mr. Layne has developed an impressive resume full of achievements that are resident and business focused, including successfully obtaining six-figure grants, developing a customer bill of rights, developing creative ways to expand services while creating new revenue streams, repairing and replacing aging infrastructure, and purchasing open space land.
